Here's a scenario that has become all too familiar: You get a call, check the caller ID - and of course you don't see a name. So you answer only to hear a robotic telemarketer interrupt your activity with something like: "Your auto warranty has expired". Using tools like 'Reverse Phone Directories', it is possible to look up every number which calls you. But these aren't the websites which come up during your hours of searching the Internet. These reverse cell phone lookup sites actively scour public and private databases for updated information on 98% of all phones. You can search them for a small fee to find a caller's name, address, related company info, background, any criminal records, and more.
Phone books will probably never list cell phones now that it's been ingrained into our culture, but with the correct tools you can still find them. Just don't waste hours trying at free websites on the Internet.
